What Are EEA2 and EEA4 Reports?

Employment Equity compliance isn’t complete until you’ve submitted your EEA2 and EEA4 reports. These documents form the basis of your annual reporting obligations to the Department of Labour — and they must be completed accurately, honestly, and on time.

The EEA2 Report – Workforce Profile

The EEA4 Report – Income Differentials

The EEA4 focuses on income inequality and pay parity. It requires you to:

  • Submit salary and wage data across all occupational levels
  • Disclose income differentials between employee groups
  • Explain any unjustifiable pay gaps
  • Indicate steps taken to close those gaps

The report is part of South Africa’s broader effort to address historical wage disparities and unfair labour practices.

Submission Deadlines

Annual Employment Equity reporting typically closes at the end of January for online submissions, or October for manual submissions. Deadlines are strictly enforced.

Late or inaccurate submissions can result in:

  • Labour inspections
  • Compliance orders
  • Fines up to R2.7 million or 10% of turnover
